10:00 – 11:30 The Land Use System and What’s in Your Comprehensive Plan? (1.5 CLE Practice) Jessica Bacher, Executive Director, Land Use Law Center and Staff Consultant, Housing Action Council; Tiffany Zezula, Deputy Director, Land Use Law Center and Staff Consultant, Housing Action Council. This session will review the basic operation of the land use system and comprehensive planning as a basis for understanding how affordable housing can be encouraged.

11:45 – 12:15 Site Constraints (.5 CLE credits) Tiffany Zezula, Land Use Law Center; John Fry, AIA, Principal, Nexus Creative Design; Jaclyn Tyler, AIA, Principal, Nexus Creative Design. Trainers will provide an overview of site considerations as a preface for the site drawing session. Each team will be provided a map of their site and discuss site constraints, zoning challenges, zoning opportunities, and housing considerations.

Participants will work with our team of architects to sketch site designs for their proposed sites.

9:15 – 9:45 Zoning Considerations (.5 CLE) Tiffany Zezula, Land Use Law Center; Peter Feroe, Vice President, Planning and Land Development, AKRF. Presentation will be given highlighting the various zoning tools to create affordable housing.
9:45 – 11:15 Financing and Funding Affordable Housing (1.5 CLE) Doug Olcott, Senior Vice President, Regional Director, Hudson Valley Office, The Community Preservation Corporation; Matt Spallina, Loan Officer, The Community Preservation Corporation; Danny Wheelan, Loan Officer, The Community Preservation Corporation; Rose Noonan, Executive Director, Housing Action Council. This session will review the financing of affordable housing, including the various Federal and State programs available for funding. A sample pro-forma will be reviewed, including project feasibility, land disposition, construction costs, and legal implications.
